The conference is the main forum for the organisation, where common ideas and interests are shared.

The conference is held annually, in autumn (in the end of September-beginning of October), at the invitation of the host region. The host region is designated on a rotating basis, to be determined annually at the conference. The conference will mainly convene regional representatives but is also open to municipalities, state government representatives and other organisations. The next Chairmanship and the new Chair-person of the BSSSC are also announced at the conference.

In order not to exclude regions from the possibility of hosting the annual conference, all those participating in and attending the conference may be required to pay a participation fee.
